Kalev Stoicescu is a researcher at the International Centre for Defense and Security, a position he took on August 11, 2014. His fields of specialization include the issues related to Russian foreign and domestic policy, as well as developments in the fields of the military, the economy, media and minorities affairs. Previously, he was an official for the Ministry of Foreign Affairs from 1991-2000 and for the Ministry of Defence from 2002-2014. His positions during these periods include that of ambassador to the OSCE and ambassador to US and Canada. Also, he was a member of the Estonian delegation in border negotiations with Russia and Latvia. Within the Ministry of Defence he first started as civilian-military cooperation department head and starting with 2007 a counselor on defence policy for the Estonian Embassy in Paris.
